Natural resources transportation infrastructure development: benefits and risks for Russia.
Russia as a resource base for international consumers, especially based in fast growing Asian countries recently struggled with further increase of natural resources exports and imports due to transportation bottlenecks, mainly in the Far-East region. Railways and sea port terminals are needed, but exporters lack financing to develop the infrastructure. International investors, EPC contractors and financing institutions are ready to assist in solving this problem, but their involvement might damage interests of Russian companies (both local consumers of natural resources and infrastructure industry players). What shall the Government support – further development of export transportation channels or impose barriers? If railways and ports shall be constructed – what technologies and related financing instruments could be used? What kind of support is expected from the Government and state monopoly RZD.
